Background on the Roads Department

The Roads Department is the subordinated agency of the Ministry of Regional Development and Infrastructure of Georgia (MRDI) and is responsible for the management and administration of the International and Secondary Road infrastructure under the responsibility of MRDI.

Background on the Project 

The Georgia Transport Connectivity (GTC) project encompasses new construction and rehabilitation of approximately 250km of priority primary and secondary roads on the Georgian road network to be financed under a Framework Loan to ensure Georgia’s global connectivity and local mobility. Ten individual schemes have been preliminarily identified for inclusion under the Loan, out of which seven are proposed financed by EIB. The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia (RD) has the overall responsibility for implementation of these Projects. 

The RD intends to use certain parts of the credit to finance the consultancy services of an individual on the position of a Project Implementation Consultant (afterwards “the Consultant”) in order to support and facilitate the efficiency and effectiveness of procurement activities, contract management, monitoring and evaluation issues of the EIB financed project “Georgia Transport Connectivity” (GTC).

The estimated duration of the assignment will be 1 years with a possibility of further 1 year extension.

The duties and responsibilities of a project implementation consultant shall include the following:

  • Collect the reports submitted by Supervision Engineer and any other relevant information on a regular basis.
  • Maintain the register of reports submitted by Supervision Engineer;
  • Summarize and analyze the collected information (from Engineer and Contractor) for review by the Employer.
  • Develop and regularly update the database of monitoring activities.
  • Provide Supervision Engineer with feedback, based on monitoring results.
    • Preparation of contract amendments
  • Monitor the submission of deliverables
  • Preparation of the disbursement forecast
  • Assist the Client in disbursement procedures

The Project Implementation Consultant will be responsible for the preparation of the quarterly and completion reports covering the following information:

  • Technical description, explaining the reasons for significant changes vs. initial scope;
  • Update on the date of completion of each of the main project's components, explaining reasons for any possible delay;
  • Update on the cost of the project, explaining reasons for any possible cost increases vs. initial budgeted cost;
  • Resettlement activities;
  • Financial issues;
  • A description of any major issue with impact on the environment;
  • Update on procurement procedures (outside EU);
  • Update on the project's demand or usage and comments;
  • Any significant issue that has occurred and any significant risk that may affect the project's operation;
  • Any legal action concerning the project that may be ongoing.

In the process of preparation of the abovementioned report, the implementation consultant will closely cooperate with relevant divisions of the RD and consultant will be accountable to the deputy-chairman. The site visit will be conducted according to the needs.

The implementation consultant is also responsible for the assistance in overall procurement aspects in part of the GTC project of EIB. All procurement goods, works and services have to be implemented according to the “Guide to procurement” as updated by the EIB.  Implementation consultant will be in charge of assisting in all procurement of goods, works and consultant services. In particular:

  • Ensure that procurement procedures are carried out in agreement with the Procurement Plan and EIB Guidelines;
  • Prepare procurement notices;
  • Review and approve bidding documents;
  • Obtain the required approvals for bidding documents from the Bank;
  • Prepare and maintain procurement schedules;
  • Supervise the monitoring and evaluation of bids;
  • Carry out procurement of materials and equipment as required;
  • Preparation of bid evaluation reports;
    • Communicate the tender documentation.

The implementation consultant shall be the team member of the Roads Department and shall work with different divisions of the Road Department to help them understand the details of the procurement, monitoring and management systems for the implementation of the Project.

The activities of the Project Implementation Consultant should also include the delivery of all reports, assistance of EIB missions etc.

NET Estimated Budget, including remuneration and reimbursable: EUR 36, 000 (Thirty Six Thousand Euro)

Applicable guidelines are GUIDE TO PROCUREMENT for projects financed by the EIB Updated version of June 2011

Eligibility as per the EIB’s Guide to Procurement and relevant local legislation shall be applicable.

Interested individuals shall provide information demonstrating that they have the necessary experience to perform the aforesaid services. CVs of the candidates should cover experience relevant to the project activities.

The Assignment is expected to be commenced in January 2019 for a duration of 1 year. Subject to satisfactory performance of the candidate and the Contracting Authority’s further need, the contract may be extended for another one year.

Selection Process:

Individual consultants are selected on the basis of their relevant experience, qualifications, and capability to carry out the assignment. Candidates shall submit a Cover Letter together with the CV for the assessment of the Contracting Authority on the basis of academic background and knowledge of languages (yes/no criteria), general experience  (20%), relevant specific experience (80%). The selection shall be carried out through the comparison of the relevant capacity of at least three candidates among those who have expressed interest. The RD reserves the right to undertake interviews with the candidates that comply with the qualification criteria. RD also reserves the right to verify the submitted references and use obtained information for evaluation purposes. The individuals included in the relevant ranking based on the qualification criteria prescribed below shall be the most experienced and best qualified, and shall be fully capable of carrying out the assignment. The Contracting Authority shall negotiate a contract with the highest ranked individual consultant, including reasonable fees and other expenses. In case the negotiations fail with the highest qualified candidate, the RD shall proceed with inviting the next ranked individual for contract negotiations.

Qualification Criteria of the Consultant:

Mandatory requirements:

  • Master’s Degree in Social Sciences, Law or other relevant fields.
  • Strong command of English and Georgian languages;

General Experience: 

  • Minimum 8 years of overall general experience;

Specific Experience:

  • Minimum 5 year of experience working under IFI funded project management;
  • Minimum 5 years of experience in IFI procurement management;
  • Minimum 5 year of experience in reporting;
  • Experience of working under FIDIC MDB Harmonized contract;
  • Experience of working under EIB funded projects;
  • Trainings in Project Management, IFI procurement regulations and FIDIC type of Contracts.
